We are committed to ensure information provided by our office can accessed by as many people as possible. This includes individuals who experience sight, hearing, motor control and neurological challenges.

This accessibility statement applies to our website at surrey-pcc.gov.uk

This website is run by the Office of the Police and Crime Commissioner for Surrey (‘us’) and supported and maintained by Akiko Design Ltd.

We want as many people as possible to be able to use this website. For example, you are able to use the accessibility plugin at the bottom of every page to tailor this site by:

  • changing colours, contrast levels, fonts, highlights and spacing
  • Automatically adjust the settings of the site to fit predefined needs including seizure safe, ADHD friendly or vision impaired;
  • zooming in up 500% without any content going off the page;
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand, and added translation options.

How accessible this website is

We know that some parts of this website aren’t fully accessible:

  • Older PDF documents may not read using a screen reader
  • Some PDF documents on our Surrey Police Finances page have complex or multiple tables and have not yet been recreated as html pages. These may not read properly using a screen reader
  • We are in the process of reviewing other pdf’s in our Governance, Meetings and Agendas, and Statutory responses pages
  • Where possible, all new files are being provided as open access word files (.odt), so they can be opened on any device with or without a subscription to Microsoft Office

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons:

Non-compliance with the accessibility regulations

  • Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content).

    We plan to add text alternatives for all images during 2023. When we publish new content we’ll make sure our use of images meets accessibility standards.
  • There are still documents on this site that have not been converted to html pages, for example where they are extensive or include complex tables. We are working to replace all pdf documents of this type during 2023.
  • Some documents provided by other organisations, including Surrey Police, may not be accessible. We’re in the process of finding out more about the Force’s accessibility status relating to areas of public information with the aim to request html version or accessibility checked versions of all new documents as standard.

Content that is not within the scope of the accessibility regulations

Some of our PDFs and Word documents are essential to providing our services. For example, we host PDFs that contain performance information about Surrey Police.

We are in the process of replacing these with accessible HTML pages and will add new pdfs documents as html pages or word .odt files.

A new performance dashboard was integrated to the site at the end of 2022. It provides an accessible version of the information provided in Public Performance Reports by Surrey Police.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix Commissioner’s decisions, meeting papers or performance information provided before this date as this is no longer receiving regular, or any, visits to pages. These documents no longer relate to the current situation of Surrey Police performance or the activities of the Police and Crime Commissioner elected in 2021.

We aim to ensure that all new PDFs or Word documents we publish are accessible.

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

Steps we are still taking to improve this website

We’re continuing to make changes to this site to make our information more accessible:

  • We aim to consult further with Surrey organisations on the accessibility of this website during 2023

    Feedback will not be time limited and changes will be made on an ongoing basis. If we can’t fix something ourselves, we’ll use the support package provided by the web developer to make changes for us.
  • We’ve entered into a comprehensive hosting and support contract so that we can continue to improve this website and maintain optimal functionality.

Preparation of this accessibility statement

This statement was first prepared in September 2020. It was last updated in June 2023.

This website was last accessibility tested in September 2021. The test was carried out by Tetralogical.

Ten pages were selected as sample for testing, on the basis that they were:

  • Representative of the different types of content and layout featured across the wider website;
  • allowed testing to carried out on each different specific page layout and functionality that is used across the site, including forms

We have redesigned this website as a result of the Accessibility Audit, that included significant changes to menu structure and pages. Because of this, we have not listed the previous pages tested.
