05/2026-27 PCC’s Fund Allocation 2026/27

Decision number: 005-2026/27

Author and Job Role: George Bell, Policy and Commissioning Lead for Victim Services

Protective Marking:  OFFICIAL

Police and Crime Commissioners have the statutory responsibility to provide services to support victims to cope and recover.

Demand for support services has continued to increase as well as rising costs for services.

Funding from the Ministry of Justice did see a modest increase this year but this does not meet the shortfall.

Therefore, the PCC has made some of her own funds available to fund victim support services within Surrey.

The below outlines the allocation of some of this funding for 2026/27 in Surrey.

Your Sanctuary

To award Your Sanctuary £11,000 towards the running costs of their dedicated domestic abuse helpline in 26/27.

Surrey and Borders Partnership

To award Surrey and Border Partnership £170,897.78 towards their Child Independent Sexual Violence Advisor (CISVA) service in 26/27. The PCC has agreed to fund this for two years in to 2027/28.

YMCA Downslink

To award YMCA Downslink £10,151 towards their prevention worker costs.

East Surrey Domestic Abuse Service (ESDAS)

To awarded ESDAS £206,000 towards their police advocates and uplift in funding towards their IDVA service and core running costs.

Hourglass (Safer Aging)

To award Hourglass £16,300 towards their part-time IDVA provision in Surrey.

Advocacy After Fatal Domestic Abuse (AAFDA)

To award AAFDA £18,728.49 towards their support for bereaved families.

Surrey Minority Ethnic Forum (SMEF)

To Award SMEF £53,115.23 towards their Trust Project in Surrey.

Rape and Sexual Abuse Support Centre (RASASC)

To award RASASC an £80,000 uplift in funding towards their ISVA service and core running costs.

Victim & Witness Care Unit

To provide the VWCU £14,500 for their ECINS case management system

The PCC supports the recommended allocation of the PCC’s Fund in Surrey and awards the following;

  • £11,000 to Your Sanctuary toward their helpline
  • £170,897.78 to Surrey & Borders Partnership towards their CISVA service
  • £10,151 to YMCA Downlink to fund their prevention worker
  • £206,000 to ESDAS towards their police advocates and funding uplift
  • £16,300 to Hourglass towards their IDVA service
  • £18,729 to AAFDA to support bereaved families
  • £53,115 to SMEF for their Trust Project
