The Police & Crime Commissioner for Surrey is responsible for commissioning services that support victims of crime, improve community safety, tackle child exploitation, and prevent reoffending. For the financial year 2025/26 the Office of the Police and Crime Commissioner used a proportion of locally derived funding to support the delivery of local services.
Application for Standard Grant Award above £5,000 – PCC Fund
Oakleaf Enterprise – Mental Health Checkpoint Navigator – Annalise Baker
Brief overview of service/decision – To award a grant of £49,485 to Oakleaf Enterprise. This grant is for the post of Mental Health Checkpoint Navigator – based between Oakleaf and Surrey Police. Oakleaf offers community and a safe place, committed to supporting clients, if necessary, and as extensively as it is required. Checkpoint is Surrey’s deferred prosecution scheme which aims to reduce reoffending through the use of targeted interventions.
Reason for funding – Surrey’s Checkpoint programme has an average reoffending rate of 6%. The Checkpoint navigator will complete an in-depth needs assessment that looks to the underlying reasons behind why the individual offends. The programme combines the accountability of Surrey Police with the person-centred trauma informed position of Oakleaf Enterprise.

That the Commissioner supports this standard grant application to the PCC Fund and awards to the following;
