For 2025/26, the Police and Crime Commissioner has made available £270,000.00 of funding to reduce reoffending in Surrey.  

Application for Standard Grant Award above £5,000 – Reducing Reoffending Fund 

Clean Sheet – Reducing Reoffending Through Employment – Samantha Graham  

Brief overview of service/decision – To award £72,625 (over three years) to Clean Sheet. In this financial year this grant will amount to £32,500. The ‘Reducing Reoffending through Employment’ project provides tailored remote employment support to Members (people with convictions) who are living, or resettling from prison, into Surrey. 

Reason for funding – 1) The project will directly contribute to strengthening safe and resilient communities through helping people with convictions to find work which is a preventative measure to reduce crime. Through the project, they will support people with convictions to overcome the barriers they face when trying to find work so that they persevere (rather than risk going back to crime) and help them to develop a positive social identity in which they contribute to society (rather than act against it). 

2) The project will contribute to reducing reoffending through helping people with convictions to find work and a route out of crime. Employment is a key driver in reducing reoffending, resulting in fewer victims of crime and a safer society. 

That the Commissioner supports this standard grant application to the Reducing Reoffending Fund and awards to the following; 

  • £32,500 to Clean Sheet

Consultation 

Consultation has taken place with appropriate lead officers depending on the application. All applications have been asked to supply evidence of any consultation and community engagement. 

Financial implications 

All applications have been asked to confirm the organisation hold accurate financial information. They are also asked to include the total costs of the project with breakdown where the money will be spent; any additional funding secured or applied for and plans for on-going funding. The Reducing Reoffending Fund Decision Panel/Criminal Justice policy officers considers the financial risks and opportunities when looking at each application.

Risks 

The Reducing reoffending Fund Decision Panel and Criminal Justice policy officers considers any risks in the allocation of funding. It is also part of the process to consider when refusing an application, the service delivery risks if appropriate.
