22/2025-26 Community Safety Fund and Young People’s Fund Applications

For 2025/26 the Police and Crime Commissioner has made available £383,000 for the Community Safety Fund to ensure continued support to local community, voluntary and faith organisations. The Police and Crime Commissioner also made available £275,000 for the Children and Young People’s Fund which is a dedicated resource to support activities and groups who work with children and young people across Surrey to stay safe.  

Applications to the Community Safety Fund  

The Eikon Charity – Family Wellbeing Service 

To awards The Eikon Charity £20,000 towards the first year of their new Family Wellbeing Service. Eikon will provide bespoke early help services to a total of 3,550 families over five years with neurodivergent and additional needs who often experience multiple disadvantages with mental health and wellbeing concerns.  

Surrey Drug and Alcohol Care – Telephone Counselling Service 

To award Surrey Drug & Alcohol Care (SDAC) £5,000 for the Telephone Counselling Service (TCS) which offers a programme of free counselling sessions to those referred by: the SDAC helpline or website, GP, alcohol liaison nurses in hospitals, or other agencies. Sessions offered to clients may be weekly, or as often as twice a day if a client is in crisis. TCS also offer wellbeing-check calls at weekends and follow up calls for up to a year after therapy has finished. This is a three-year grant and subject to approval will provide £5,000 for financial year 2026-27 and £5,000 for financial year 2027-2028. 

Applications to the Children & Young People Fund  

Leaders Unlocked – Surrey Youth Commission  

To award Leaders Unlocked £39,825 to coordinate the Surrey Youth Commission on Police and Crime. Leaders Unlocked work with the Surrey Youth Commission to establish a sustainable and structured system for young people to influence decisions about policing and crime in Surrey. The Surrey Youth Commission will work in partnership with the Deputy Police and Crime Commissioner, the Office of the Police and Crime Commissioner and Surrey Police to inform, support and shape the key priorities of both organisations. This is a two-year grant and subject to approval will provide a further £39,825 in financial year 2026-2027. 

YMCA East Surrey – Street Talk Y Bus  

To award YMCA East Surrey £10,942 towards the Y Bus which is a mobile youth club on wheels. The Y Bus is used to engage with young people congregating on the streets in areas identified by the police as anti-social behaviour hot spots. Qualified youth workers can offer information, advice and guidance. This funding will go towards sessions in Horley and Merstham from September 2025-August 2026.  

NEAT – Summer Youth Club 

To award NEAT £10,000 towards a Summer Youth Club at NEAT HQ in Epsom during the evenings Monday – Friday for ages 8-14. There would be no cost to the young people participating. The Youth Club will provide engagement through sports, arts, games, social opportunities while preventing anti-social behaviour.  

The Commissioner supports the applications to the Community Safety Fund and the Children and Young People Fund and awards to the following;  

  • £20,000 to The Eikon Charity towards the first year of their Family Wellbeing Service; 
  • £5,000 to Surrey Drug and Alcohol Care for the Telephone Counselling Service;  
  • £39,825 to Leaders Unlocked to continue coordinating the Surrey Youth Commission;  
  • £10,942 to YMCA East Surrey towards the Y Bus; and 
  • £10,000 to NEAT for Summer Youth Club.

Consultation has taken place with appropriate lead officers depending on the application. All applications have been asked to supply evidence of any consultation and community engagement.  

Financial implications  

All applications have been asked to confirm the organisation hold accurate financial information. They are also asked to include the total costs of the project with breakdown where the money will be spent; any additional funding secured or applied for and plans for on-going funding. The Community Safety Fund Decision Panel/ Community Safety and Victims policy officers considers the financial risks and opportunities when looking at each application.

Legal advice is taken on an application by application basis.  

Risks  

The Community Safety Fund Decision Panel and policy officers considers any risks in the allocation of funding. It is also part of the process to consider when refusing an application the service delivery risks if appropriate.
