Author and Job Role: Toma Bennett, Criminal Justice Policy and Commissioning Officer
Protective Marking: Official
Executive Summary:
For 2026/27, the Police and Crime Commissioner has made available £270,000.00 of funding to reduce reoffending in Surrey.
Application for Small Grant Award below £5,000 – Reducing Reoffending Fund
Background
Restorative Justice intervention provision – Micheal Ledwidge
Brief overview of service/decision – To award £3,000 to support Restorative Justice intervention services delivered by Mike Ledwidge, who provides restorative justice interventions and training for cases referred to the Police and Crime Commissioner through the Surrey Restorative Justice Hub, for cases that fall outside existing service provision.
Reason for funding – To reduce reoffending and protect people from harm in Surrey. Restorative processes are primarily for the benefit of victims of crime (or other harm). The benefits are significant, but there is also considerable crime reduction value as it has been shown to be the most powerful way of changing offender’s behaviour.
