12/2026-27 Community Safety Fund and Children and Young People’s Fund Applications

Executive Summary:   

For 2026/27 the Police and Crime Commissioner has made available £383,000 for the Community Safety Fund to ensure continued support to local community, voluntary and faith organisations. The Police and Crime Commissioner also made available £275,000 for the Children and Young People’s Fund which is a dedicated resource to support activities and groups who work with children and young people across Surrey to stay safe.  

Applications to the Community Safety Fund  

Surrey Drug and Alcohol Care – Telephone Counselling Service 

To award Surrey Drug & Alcohol Care (SDAC) £5,000 for the Telephone Counselling Service (TCS) which offers a programme of free counselling sessions to those referred by: the SDAC helpline or website, GP, alcohol liaison nurses in hospitals, or other agencies. This is the second year of a three-year grant. 

Churt Parish Council – Churt Community Pavilion Modernisation Project 

To award £2,550 to Churt Parish Council towards their Community Pavilion Modernisation Project to install a new CCTV system in the pavilion to act as a deterrent to crime, ASB and protect expensive sports equipment.  

Applications to the Children & Young People Fund  

GASP – Driving Change 

To award GASP £15,096 towards one specific course in one of the most deprived areas in Surrey to deliver training across three terms to six highly disadvantaged young people. The project starts in September 2026.  

Move Different 

To award Move Different £50,000 towards completing their sentiment tool refinement, scale Wayfinder capacity and strengthen the provider network ad evidence impact. Move Different protects vulnerable young people aged 11-24 in Surrey by intervening early with those you are disengaged or at risk of harm, providing trusted, trauma-informed support before problems escalate into crime, exploitation or long-term exclusion. Wayfinders will guide young people and connect them with the appropriate service providers.  

Buddy Up – Mentoring 

To award £4,000 to Buddy Up to fund a part-time mentor to deliver six months of specific sessions focusing on misogyny and hate crime. They have seen referrals dramatically increase with schools asking to deliver lessons and/or assemblies on misogyny and hate crime.  

Recommendation  

The Commissioner supports the applications to the Community Safety Fund and the Children and Young People Fund and awards to the following;   

  • £5,000 to Surrey Drug and Alcohol Care for their telephone counselling service;  
  • £2,550 to Churt Parish Council towards CCTV for their new Pavilion;  
  • £15,096 to GASP to provide a specific course;  
  • £50,000 to Move Different towards their sentiment tool and Wayfinder’s; and 
  • £4,000 to Buddy Up to deliver targeted sessions on misogyny and hate crime

Consultation  

Consultation has taken place with appropriate lead officers depending on the application. All applications have been asked to supply evidence of any consultation and community engagement.  

Financial implications  

All applications have been asked to confirm the organisation hold accurate financial information. They are also asked to include the total costs of the project with breakdown where the money will be spent; any additional funding secured or applied for and plans for on-going funding. The Community Safety Fund Decision Panel/ Community Safety and Victims policy officers considers the financial risks and opportunities when looking at each application.

Legal advice is taken on an application by application basis.  

Risks  

The Community Safety Fund Decision Panel and policy officers considers any risks in the allocation of funding. It is also part of the process to consider when refusing an application the service delivery risks if appropriate.
