Executive Summary:
The Police & Crime Commissioner for Surrey is responsible for commissioning services that support victims of crime, improve community safety, tackle child exploitation, and prevent reoffending. The Office of the Police and Crime Commissioner uses a proportion of locally derived funding to support the delivery of local services. For 2025/26 the Police and Crime Commissioner has made available £383,000 for the Community Safety Fund to ensure continued support to local community, voluntary and faith organisations. The Police and Crime Commissioner also made available £275,000 for the Children and Young People’s Fund which is a dedicated resource to support activities and groups who work with children and young people across Surrey to stay safe.

Catch22 – Music to My Ears
To award Catch22 £147,485 to continue the Music to My Ears service. This service offers a combination of creative workshops and tailored one-to-one support to support vulnerable young people at risk of or being criminally exploited. The service helps individuals to address the root causes of their vulnerability. This is a three-year grant subject to approval that will provide further support for financial years 2026-2027 and 2027-2028.

Buddy Up – Mentoring
To award Buddy Up £4,320 towards the cost of a part-time contract for a mentor to deliver mentoring sessions for students during the summer academic term 2025.
Application to the Community Safety Fund – Standard Grant
Epsom and Ewell Borough Council – NESCOT Mural
To award Epsom and Ewell Borough Council £14,000 for delivery partner Positive Arts to co-design and co-create with NESCOT students a community mural on the footpath between Ewell East Train Station and NESCOT College. The area was highlighted across multiple agencies as being a hotspot for attracting antisocial behaviour which developed into criminality.

Surrey Serious Organised Crime Partnership Board – Engagement Activity
To award the Surrey Serious Organised Partnership Board £5,000 towards community engagement activity regarding fraud and rogue traders in Waverley, Runnymede and Mole Valley.
Recommendation
The Commissioner supports the applications to the PCC Fund, Community Safety Fund and the Children and Young People Fund and awards to the following;
- £147,485 to Catch22 for the Music to My Ears service;
- £24.320 to Buddy Up for mentoring in the summer term;
- £14,000 to Epsom and Ewell Borough Council towards the NESCOT mural and
- £5,000 to the Surrey Serious Organised Crime Partnership Board for engagement activity.
