The Police Reform and Social Responsibility Act 2011 requires Police & Crime Commissioners to make a transfer plan setting out their proposals for a ‘Stage 2’ transfer. ‘Stage 2’ will see a movement of certain staff, property, rights and liabilities from the PCC to the Chief Constable.
