25/2025-26 Custody CCTV Replacement

The CCTV system used in the Force’s custody suites is essential for the security of staff, visitors and detainees. The current system has been in place for a number of years and is now due for replacement. There is an opportunity to upgrade to the same system currently in Sussex. This will realise savings on training, administration and enable interoperability between sites. 

Background 

The current system has been in place for 10 years but is now about to come out of support. It is vital to have a system that is available 24/7 and so the decision has been taken to undertake a full replacement. This not only includes the cameras and equipment but also the wiring as well. The new system should deliver: 

  • Enhanced safety for detainees, staff, and visitors. 
  • Better incident management and investigation. 
  • Aligns with CCTV strategy. 
  • Better interoperability between sites. 

The company chosen has installed similar systems in other Frocecs and recently in Sussex. Custody suites will need to be closed whilst the installation takes place, for approximately 2 weeks, and hence this will be staggered to minimise the disruption.  

The approximate capital cost of the replacement system is £597k and an additional £273k will be funded from revenue for installation etc. This was discussed at the Force Organisation Board, chaired by the Deputy Chief Constable, and agreed. However, as the capital cost is over £500k delegation limit PCC approval is required 

It is recommended that the PCC approves capital and revenue expenditure of £870k for a replacement CCTV system for custody
