Protective Marking:   Official

Executive Summary:

Firearms Licensing charges are set by Government but require PCC agreement for implementation. In accordance with Government instructions the PCC is asked to approve an increase for the year of 3% effective from the 4th June 2026

Background

Police Forces are allowed to charge for firearms licensing to offset the cost of the administration and checks required for this service. On 14th May 2026 the Minister for Policing, Sarah Jones MP, laid a statutory instrument before Parliament revising the charges and stating that each year charges would be increased in line with CPI based on the 12 months CPI to February 2026. For 2026/27 this has been calculated at 3%

The new charges are set out in In Home Office circular 001/2026  Circular 001/2026: Firearms (Variation of Fees) order 2026 – GOV.UK

The additional income achieved will be used to support the delivery of the licensing service to residents

Recommendation

It is recommended that the PCC approves and increase in firearms licensing charges in line with Home Office Circular 001/2026. This is on the understanding that the additional income will be used to deliver the service.
