Rezumat:

The Police and Crime Commissioner is asked to sign a National Section 22A Collaboration Agreement to fund work focussed on Modern Day Slavery.

The Modern Slavery and Organised Immigration Crime Programme is a national project funded by a grant from the Home Office made to the PCC for Devon and Cornwall. Organised Immigration Crime (OIC), which is part of the NPCC Portfolio for Modern Slavery, OIC and Asylum has now been added to the overall programme. A revised agreement is now proposed to continue funding the programme for the financial year 2021/22.

The focus of the additional OIC work-stream is to safeguard vulnerable migrants, particularly unaccompanied children, and to uplift the policing response to inland clandestine events. A requirement of the previous Section 22A Agreement was that any extension to the programme should be covered by a new agreement based on the template agreed by the Association of Police and Crime Commissioner Chief Executives (APACCE). The revised Agreement has been drafted on this basis.

Recomandare:

That the PCC signs the Section 22A Agreement.

The agreement has been subject to considerable review and consultation, including through the APCC, APACCE and locally, has the support of the T/Assistant Chief Constable for Specialist Crime.

Implicații financiare

The agreement includes details of the costs apportionment for each force with Surrey at 1.3%. The total budget for the programme is £2.18m (20/21) and this has been largely met by central grant.

Legal

The Agreement has been subject to legal review by the Force and OPCC solicitors and follows the APACCE template.
