In July 2015, the Home Office opened a consultation on reforming the formula used to distribute funding between the 43 police force areas in England and Wales. Surrey’s Police & Crime Commissioner has long been campaigning for change given that the current formula simply does not work for Surrey. Kevin Hurley has previously noted that police forces are not currently funded by need; rather by demographic indicators which are not necessarily accurate predictors of crime. He has submitted independent analysis to the Home Office to inform the debate.
