Police and Crime Commissioners (PCCs) have a legal duty to consult businesses, residents and victims on budget, precept and police priorities. This paper recommends that the PCC should consult Surrey’s Independent Advisory Groups (IAGs), commission a thorough programme of focus groups with victims of crime and business representatives and hold public engagement events with the public.
